The Council For Registered Gas Installers was established in 1970 as a way to regulate gas fitters and ensure that they were adequately equipped to perform the role. It was a voluntary scheme requiring members to hold a certificate of competence. This certificate was designed to guarantee that any gas installation work was undertaken by an engineer with the right level of knowledge and experience for the job at hand.
Although the scheme was voluntary, from 1991 to 2009 it became a legal requirement for all gas engineers to be CORGI registered before undertaking any gas fitting work.
However, in 2009 this responsibility was handed over to the Gas Safe Register.
The Gas Safe Register is a system of registration for gas fitters that covers the UK, Guernsey, and the Isle of Man. It is a legal requirement for all gas engineers in the UK to be registered with Gas Safe. Any gas engineers who are not registered are breaking the law and should not be undertaking any work relating to heating, boilers, or pipework, regardless of how much experience they claim to have, and in spite of any claims that they are experts in their field. If they are not registered, they cannot work on your heating. It's as simple as that.
This register operates on behalf of the local Health & Safety Authority of each region and runs public safety campaigns to highlight the dangers of illegal and unsafe gas work and the risks of carbon monoxide in the home.
As well as providing licenses for qualified, professional heating engineers and gas fitters, Gas Safe investigates reports of illegal work and passes information to the relevant authority to pursue legal action.

While the CORGI system had its merits, it was also open to abuse by a small number of businesses. However, this was enough to prompt swift action to ensure that, as far as possible, the general public was protected from illegal and unregistered heating engineers and gas fitters.
This is why CORGI was replaced by Gas Safe Registration. You should never allow anyone to work on your central heating system, pipes, or boiler unless they can prove that they are on the Gas Safe register.
